Hi Serega,

Your question is fine; the gif is from CCRi's Stealth product (http://www.ccri.com/case-studies/stealth/).  Currently, Stealth is not open-source; that said, much of it is built on open-source _javascript_ libraries like OpenLayers. 

The ability to animate points over time is a custom bit of _javascript_ which paints to the canvas directly.  Via some integration with GeoServer, a minimal data format can be requested which also reduces the amount of memory needed to transmit large datasets (10's of million of points) to the client web browser.
